17. Grant of exclusive privilege of manufacture and sale of country liquor.
- a. The Government may grant to any person, on such conditions and for such both to the licensed vendors any country liquor or intoxicating drug within any specified local area,b. No grantee of any exclusive privilege under this section shall exercise the same until he has received a licence in that behalf' from the Excise Commissioner.
