Section 289(21) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(21)The names of sailors who successfully complete the Upper Yardmen course shall be forwarded to the Chief of the Naval Staff for approval of their promotion to Acting Sub-Lieutenant. A report on the sailors finally selected shall be made to the Government by the Chief of the Naval Staff. With effect from the date that the Chief of the Naval Staff approves of their selection, successful sailors shall be appointed as Acting Sub-Lieutenants in their respective branches.
