19. Budget of the Authority.
(1)The Authority, shall within such time as may be prescribed, prepare a budget in respect of the financial year next ensuing, showing the estimated receipt and expenditure and the programme of work for the succeeding financial year of the Authority and submit the same to the promoting agency for approval.(2)The Authority shall be competent to make variations in the programme or work with the prior approval of promoting agency.
