8.
Notwithstanding anything contained in Regulations 4 and 7, the Chairman, Vice-Chairman or other person presiding may place or permit to be placed for the consideration of the Board any matter not included in the agenda of a meeting of the Board on which the advice of the Board is required and the Board shall consider the matter at such meeting.
