(3)An expert shall on nomination make a declaration of any direct or indirect interest in any of the infrastructure projects under the consideration of the Board and shall recuse himself from the meeting or proceedings of the Executive Committee, or of other Committees of which he is a member, which is considering any matter in which he is interested;
