(3)The competent authority in deciding whether to grant, renew or refuse a licence shall also take into consideration as provided by section 4 of the Act, the other factors, namely, whether the site of any industrial premises is proposed to be altered, or whether any industrial premises has been closed, by the applicant during the period of twelve months, immediately preceding the date of the application with a view to causing prejudice to the interests of the labour.
