Section 7(a) in West Bengal Trade Unions Rules, 1998
(a)make all arrangements (that is to say, printing of electoral rolls, making available space for polling booths, necessary furniture, other facilities to the polling personnel including transport, where necessary, as may be required for smooth conduct of election) for holding election in the premises of the establishment under the general superintendence and guidance of the Returning Officer of the said election ; and
