Section 2(2) in The Orissa Essential Foodstuffs (Prevention of Hoarding and Requisitioning of Stocks) Order, 1974
(2)A person shall be deemed to be in possession of essential foodstuffs-(a)when they are held on behalf of that person;(b)notwithstanding that they are pawned or pledged with another person.
