(1)Wholesale licensee shall not be liable to pay duty on liquor which is or has been contained in bottles found damaged in transit upto the extent of 0.2 per cent. of the volume of consignment and to pay duty as applicable for breakage in transit beyond that or found broken or defective at the warehouse.
