(3)Before taking the said motion into consideration, the Board shall send a copy of the notice of motion and statement of grounds on which it is made to the head of the institution concerned, together with an intimation that any representation in writing submitted within a period specified in the intimation on behalf of the institution will be considered by the Board:Provided that the period so specified may, if necessary, be extended by the Board.
