(c)being responsible for the maintenance of the irrigation system under a pipe outlet neglects to take proper precaution for the prevention of wastage of the water thereof interferes with the authorized distribution of water there from or uses water in an unauthorized manner, or in such manner as to cause damage to the adjacent land holdings;
