Section 19(2) in The M.P. Forests (Hunting, Shooting, Fishing, Poisoning Water and Setting Traps or Snares in Reserved or Protected Forests) Rules, 1963

(2)In addition to the fee for a permit royalty at the following rates shall also be charged for animals actually shot or killed :-

Explanation. - For the purposes of this rule a resident of India means a citizen of India or a foreigner who has been continuously residing in India for a period of at least 5 years or who has come to India on a specific assignment of the Central or State Government or a Central Government undertaking and is not a casual tourist.
