Section 4(1) in The Orissa Children's and Women's Welfare Service Rules, 1989
(1)Recruitment to the posts in the Service shall be made by the following methods, namely(a)in respect of posts in each cadre of the Junior Grade, in accordance with Rules 6 to 9; and(b)in respect of posts in the cadre of the Senior Grade, in accordance with Rule 13.
