Section 15(1) in Bihar Panchayat Raj Institutions (Conduct of Business) Rules, 2015
(1)The Pramukh, whenever he deems fit, may call up special meeting of Panchayat Samiti. In addition to this, on receipt of the written request of at least one-third members of the total number of the members (including elected and ex-officio members) of the Panchayat Samiti, he shall call a special meeting within fifteen days from the date of receipt of such request,
