Section 5(3)(c) in The M.P. Municipal Corporations (Appointment and Conditions of Service of Officers and Servants) Rules, 2000

(c)In filling the vacancies so reserved, candidates who are members of the Scheduled Castes, Scheduled Tribes and Other Backward Classes shall be considered for appointment in the order in which their names appear in the list referred to in Rule 12 irrespective of their relative rank with other candidates.
