(2)The Secretary shall be appointed from amongst the Principals of Degree College or members of the Jammu and Kashmir Administrative Service Officers of equivalent rank in other [ [(state services)] [Substituted by Act VI of 2006 Section 3.] or an academician from any University or Institute not below the rank of Reader.]
