Section 5(5) in Licensing of Tenements and Sites and Services in Chandigarh Scheme, 1979
(5)Subject to the conditions laid down in this Scheme, the Competent authority shall allot on licence basis tenements/sites by draw of lots:Provided that the competent authority may in order to ensure community living of an individual or of a group of persons, allot tenements/sites otherwise than by draw of lots, and the allotments so made shall be deemed to have been made in accordance with this Scheme.
