DR. THOKCHOM MEINYA (INNER MANIPUR): In North-eastern States flash floods and landslides leave thousands displaced. This time the death toll has gone to more than four digits. Heavy Monsoon rains, flash floods wreak havoc in Imphal, Guwahati, Mizoram and Arunachal Pradesh. The two life-lines of Manipur i.e., NH No 2 and 37 are completely cut off causing immediate closure of movement of goods and passengers. Encroachment of natural water bodies in the valley areas in the name of development and shallow river beds appears to be some of the reasons for these flash floods. This is high time to have a dedicated Flash Flood Management Policy for the entire North East and Manipur . Hence I urge the Union Government and Ministry of Home Affairs to immediately declare flash floods in NE States as a National Calamity for sanctioning adequate relief funds and formulate a dedicated Flash Flood Management Policy for the entire North East.
