(5)The Chairperson shall have powers to engage any person or persons as consultant or consultants for a specific purpose and for a specific period on the terms and conditions agreed in advance relating to honorarium, leave, travelling allowances dearness allowance, medical allowance and such expenditures to be incurred while performing the assigned task.
