Section 21(4) in The Orissa Rice and Paddy Procurement (Levy) and Restriction on Sale and Movement Order, 1982
(4)Collector shall communicate in writing the order passed in appeal by him to the appellant and also to the Purchase Officer concerned. Every order of the Collector on such appeal shall be final.
