Section 4(5)(a) in Tamil Nadu Farmers' Management of Irrigation Systems Rules, 2002

(a)In case, a landholder has land in more than one Territorial Constituency of a Water Users Association area, the landholder shall opt for only one constituency for voting by giving a declaration as specified in Form-X to the Collector.
