Section 2(1)(f) in Andhra Pradesh Distillery (Manufacture of Spirits) Rules, 2006

(f)'Excise supervision' means supervision over operations including manufacture ' of spirits at a distillery by the members of staff of the Prohibition and Excise Department appointed in that behalf by the Commissioner or any Excise officer duly empowered by the State Government or the Commissioner in that behalf.
