(2)For the purposes of sub-rule (1), an appeal shall be deemed to have been presented to the chiefs electoral officer, when the memorandum of appeal is delivered by, or on behalf of, the appellant to the chief electoral officer himself or to any other officer appointed by him in this behalf.
