Section 51(1)(k) in The Rules For the Administration, Admission and Rehabilitation of Persons in Homes and Shelters, 1970

(k)The Superintendent shall be responsible for proper dieting and clothing of inmates in accordance with the prescribed scale and consistence with the sanctioned grant.
