Section 8(xvi) in The Orissa Stage Carriages (Licensing of Conductors) Rules, 1994
(xvi)not unduly delay upon any journey but shall proceed to his destination as near as may be in accordance with time table pertaining to the vehicle or where there is no such time table, with a reasonable despatch;
