Section 14 in Haryana Civil Services (Compassionate Financial Assistance or Appointment) Rules, 2019
14. Seniority.
(a)The inter-se seniority of persons so appointed may be fixed in their respective cadre with reference to their date of appointment. Their interpolation with the direct recruits/promotees may also be made with reference to their dates of appointment without disturbing the inter-se seniority of direct recruits.(b)Date of joining by a person so appointed shall be treated as the date of his regular appointment.
