Section 228(1) in Uttar Pradesh Municipal Corporation Act, 1959
(1)Subject to any general directions which the Executive Committee may from time to time give in this behalf, the Municipal Commissioner shall maintain and keep in repair all Corporation drains and may with the approval of the Executive Committee construct such new drains both within and without the City as shall from time to time be necessary for effectually draining the City and areas immediately around it:Provided that no drain shall be constructed within the limits of the Cantonment without the approval of the State Government and otherwise than with the concurrence of the General Officer Commanding the Division in which such Cantonment is situate or, in the event of such concurrence being withheld, the previous sanction of the Central Government.
