Section 49(1) in Assam Public Procurement Act, 2017
(1)Notwithstanding anything contained in this Act but subject to the provisions of any other law for the time being in force providing for disclosure of information, a procuring entity shall not disclose any information if such disclosure, in its opinion, is likely to -(a)impede enforcement of any law;(b)affect the security or strategic interests of India;(c)affect the intellectual property rights or legitimate commercial interests of bidders;(d)affect the legitimate commercial interests of the procuring entity in situations that may include when the procurement relates to a project in which the procuring entity is to make a competitive bid, or the intellectual property rights of the procuring entity.
