(1)The Chief Municipal Officer may, by a general order, or by a special order affecting such portion of the municipal area as may be specified therein, prohibit-(a)the making of excavation for the purpose of taking earth therefrom or strong rubbish or offensive matter therein, or(b)the digging of cesspool, tanks, ponds, wells or pits, without his special permission.
