(2)may, within the limits aforesaid, provide for,-(a)raising any land which the Authority may consider expedient to raise to facilitate better drainage ;(b)forming open spaces for the better ventilation of the area comprised in the scheme or any adjoining area ;(c)the sanitary arrangements required;(d)Deleted;
