Section 11(4) in U.P. Building And Other Construction Workers (Regulation Of Employment And Conditions Of Service) Rules, 2009
(4)If a member of the Committee is unable to attend a meeting of the Committee the State Government may, after notice in writing to such member and Chairperson of the said Committee, nominate a substitute in his place to attend that meeting. Such a substitute member shall have all the rights of a member in respect of that meeting.
