(10)Unless the counting of votes is proceeded with just after the close of the poll, the Returning Officer shall after the close of the poll in the presence of any candidates and their election agents who may be present close the slit for insertion of ballot papers in the ballot box of each ballot box used and seal and secure the same and shall allow the candidates or their election agents who may so desire to sign on the paper pasted over the slit.
