Section 3(2)(b) in The Indian Electricity Rules, 1956

(b)The appropriate Government may, on the recommendations of the owner of such generating station, relax the conditions stipulated in clause (a) of this sub-rule for any engineer and such other person who has already sufficient experience in the operation and maintenance of a generating station.
