Section 36(1) in The Railways (Opening for Public Carriage of Passengers) Rules, 2000
(1)The speed of trains running through stations shall be governed by the General Rules for all open tines administered by the railway administrations, both Government and the non-Government railways and shall be subject also to the restrictions relating to standards of interlocking prescribed in the Signal Engineering Manual.
