(2)The Planning Board shall, in addition to the powers and functions conferred on it by this Act, exercise the powers of the Academic Council until the Academic Council is constituted under the provisions of this Act and the Statutes, and in the exercise of such powers, the Planning Board may co-opt such members as it may decide.
