Section 19(1) in The U.P. Electricity Reforms Act, 1999
(1)The Commission may, cither on its own or on an application of the licensee, make such alterations and amendments in the terms and conditions of a licence as it thinks fit:Provided that no such alterations or amendments shall be made except with the consent of the licensee unless such consent has, in the opinion of the Commission, been unreasonably withheld.
