*SHRI C. MAHENDRAN (POLLACHI): Hon. Madam Speaker, Vanakkam. Thank you for this opportunity. I wish to speak in Tamil.

HON. SPEAKER: Yes.

SHRI C. MAHENDRAN :Hon. Chief Minister of Tamil Nadu Dr. Puratchithalaivi Amma in a memorandum submitted to the Union government on 23 November 2015 had demanded for financial assistance of Rs.8481 Crore for carrying out relief and rehabilitation work in the State of Tamil Nadu. After the submission of Memorandum, since there were rains and floods causing more damages in the State, Hon. Chief Minister of Tamil Nadu Dr. Puratchithalaivi Amma has ordered for preparation of Supplementary Memorandum to be submitted to the Union government. The Supplementary Memorandum is being prepared. Considering the severe impact of recent floods, as demanded by Hon. Puratchithalaivi Amma, the Union government should immediately release Rs.2000 Crore to give more impetus to the ongoing relief work which is being undertaken on war-footing basis. Under the directions of Hon. Amma, as many as 50000 families living along the banks of water-bodies like Adyar river, Cooum river and Buckingham canal are being provided alternative places of living. Out of which 25000 families are provided houses under Tamil Nadu Slum Clearance Board. I urge that as demanded by Our beloved leader Hon. Amma, an amount of Rs.5000 Crore should be allocated by the Union government under the ‘Housing for All’ Scheme, as a special case, to provide houses for the remaining 25000 families living on the banks of these water bodies in Chennai. I sincerely urge the Union government to immediately release an amount of Rs.2000 Crore to continue the ongoing relief work with more vigour, and to release an amount of Rs.5000 Crore to Tamil Nadu so as to construct houses for the people who became homeless due to recent unprecedented floods. Thank you.

SHRI M. CHANDRAKASI (CHIDAMBARAM): Madam Speaker, I seek to stress upon the urgent need for additional allocation of rice, kerosene and LPG cylinders for Tamil Nadu for undertaking relief and rehabilitation works in the rain and flood affected areas of the State.
We are all aware that the recent rains and floods in Tamil Nadu have caused extensive damages and devastation in the State. The loss to property caused by the rains and floods are very huge. In these difficult conditions, hon. Chief Minister of Tamil Nadu, "Amma", has quickly taken all necessary steps to protect the people and has initiated large scale relief and rehabilitation works in the affected areas. In the same manner, Amma had provided extraordinarily fast relief and rehabilitation works during the 2004 Tsunami.
The Government opened 7,150 relief camps and distributed more than 1.35 crore food packets to over 19 lakh affected persons. The relief-package including distribution of rice and other material was undertaken. The hon. Chief Minister has projected an additional requirement of 30, 000 metric tonnes of rice from the Ministry of Food and Consumer Protection for this purpose.
Also, a large number of families have lost their LPG cylinders during the floods. Further, nearly 38.20 lakh households in the affected areas do not have LPG connection. These people are severely affected by non-availability of fire-wood for cooking. So, there is an additional requirement of 19,100 KLs of Kerosene and LPG cylinders for distribution in the affected areas.
I, therefore, urge that the concerned Ministries of the Union Government may be given suitable directions for immediate release of additional requirement of rice, kerosene and LPG cylinders to Tamil Nadu as requested by the hon. Chief Minister of Tamil Nadu "Amma".
