(3)While the provisions of these rules shall apply to each of the methods of procurement indicated in sub-rule (1) generally where a specific provision has been made in these rules regarding a particular method of tendering, such specific provision shall prevail as against any general provision in so far as that particular method of tendering is concerned.Chapter-III.
