Section 9(3) in The U.P. Regulation of Cold Storages Act, 1976
(3)The Licensing Officer shall, while granting the permission under sub-section (1), have regard to-(a)the number of cold storages operating in the area in which the cold storage is sought to be constructed;(b)availability of agricultural produce in such area;(c)any other matter which may be prescribed.
