(4)The Licensing Authority may ask the applicant to file an affidavit or a declaration that the driving licence in respect of which the application has been made is actually lost and has not been impounded by any competent authority prescribed under the Act, and if the applicant is unable to do so, the Licensing Authority may refuse to issue a duplicate driving licence.
