(2)In special circumstances and for reason to be recorded in writing, the registering authority may grant a temporary pass to an inland vessel to enable it to ply during the period of the preparation of certificate of registration. The pass shall be in Form No. 13 and for the time and within the limit therein mentioned. The said pass shall be valid for 30 days and shall have the same effect as a certificate of registration subject to the conditions laid down in the pass.
