Section 25(3) in The Haryana and Punjab Agricultural Universities Act, 1970
(3)The Director of Research shall be a whole-time officer trained in Agriculture and shall initiate, guide and co-ordinate the research programme of the corresponding University and its outlyingsub-stations.
