Section 673(a) in Rules under the United Provinces Excise Act, 1910
(a)the application, the permit and the treasury receipt (referred to in paragraphs 671 and 670, respectively) should be presented to the officer in-charge of the distillery to whom the Collector may have delegated his powers to grant passes ; and
