Section 2(1) in Bihar State University (Constituent Colleges) Service Commission Act, 1987
(1)The State Government shall, by a notification published in the official Gazette, set up the Bihar State University (Constituent Colleges) Service Commission (hereinafter referred to as the "Commission".)
