Section 21(1) in The U.P. Technical Education Department Non-Gazetted Technical Service Rules, 1988
(1)Subject to the provisions of sub-rule (2) the appointing authority shall make appointment by taking the name of candidates in the order in which they stand in the lists prepared under Rules 15, 16, 17, 18, or 19, as the case may be.
