(3)If the Finance Officer is for any reason temporarily unatle_to exercise the powets and perform the duties of his office, the Vice-Chancellor, with the appre,;-al of Vie Executive Council, may appoint a person temporarily for a period riot exceeding six months to exercise the powers and perform the duties of the Finance Officer.
