16. Accounts and audit.
(1)The Council Fund shall be jointly operated by the Chairman and the Chief Executive Officer of the Council.(2)The Council shall maintain its proper accounts and other relevant records in such form and in such manner as may be prescribed.(3)The accounts of the Council shall be audited by such person or authority and at such intervals as may be prescribed.
