This writ petition is filed, under Article 226 of the Constitution of India, seeking to declare the action of the respondent authorities in not paying the Honorarium and other perks, in terms of G.O.Ms.No.74 (General Administration (POLLA) Department, dated 22.05.2018, from the date of appointment of the petitioner, as Chairman, A.P.Grandhalaya Parishad i.e. 19.04.2018, as illegal and arbitrary.

2. Heard the counsel for the petitioner, and Additional Advocate General appearing for the respondents 1 to 3.

3. The Counsel for the petitioner submits that the petitioner was appointed as Chairman of Andhra Pradesh Grandhalaya Parishad with effect from 19.04.2018. By virtue of G.O.Ms.No.74 (General Administration (POLLA) Department, dated 22.05.2018, the petitioner is also entitled for the Honorarium, as specified in the said G.O. By virtue of the proceedings, dated 15.04.2019, permission was accorded to the Director of Libraries, Government of Andhra Pradesh/3rd respondent, sanctioning Honorarium and other facilities to the Chairman of A.P.Grandhalaya Parishad in terms of G.O.Ms.No.74, dated 22.05.2018 and also permitted to meet the same from library Cess funds. Thereby, the Director of Public Libraries issued proceedings, dated 2 29.04.2019, stating that the Secretaries of Zilla Grandhayala Samsthas in the State are instructed to make payment of the arrears amount as specified in Table-1 of the Director of Public Libraries vide proceedings in Rc.No.49-B1/2015, dated 25.04.2015, by the end of first week of May, 2019, without fail. There is no dispute with regard to the entitlement of the petitioner for the Honorarium, as per the said G.O.Ms.No.74.

4. The Additional Advocate General submits that the petitioner also filed a Writ Petition questioning the termination of his appointment, and it is not coming up for disposal, hence, till which date the remuneration has to be paid to the petitioner, is not clear to the respondents.

However, since the petitioner is entitled for Honorarium, as per the G.O.Ms.No.74, this Court deems it fit to direct the respondents to pay the Honorarium to the petitioner, as per G.O.Ms.No.74, from the date of his appointment till the date of his termination, which shall come into effect as per the termination letter issued by the respondents forthwith.

6. With the above directions, this Writ Petition is disposed of. As a sequel, pending miscellaneous petitions, if any, shall stand closed.
