Section 128(1) in Rules of Procedure and Conduct of Business in Lok Sabha
(1)When a Bill is passed by the Houses and is in possession of the House, the Bill shall be signed in duplicate by the Speaker and presented to the President:Provided that in the absence of the Speaker from New Delhi, the Secretary-General may, in case of urgency, authenticate the Bill on behalf of the Speaker.
