(4)to hold examinations and to confer degrees, titles, diplomas and other academic distinctions on persons who-(a)have pursued an approved course of study in a University college or laboratory unless exempted therefrom in the manner prescribed by the statutes and have passed the prescribed examinations of the University; or(b)have carried on research under conditions prescribed;
